The San Dieguito River Park JPA operates and maintains a non-motorized public trail network throughout the San Dieguito River Park, including the multi-use Coast to Crest Trail. Unless otherwise signed and noted, standard non-powered pedal bicycles are allowed on all public trails within the SDRP.
Electric bicycles (e-bikes) have increased in popularity in the past years, often being used for commuting, general transportation, and recreational use. E-Bikes can assist riders who may need additional assistance on uphill rides and increase access to the health benefits of cycling.
The State of California passed Assembly Bill 1096 and 1909 which defines electric bicycles with electric motors of 750 watts or less, also known as e-bikes, as bicycles that have fully operative pedals by human power with an electric motor. These include:
California Vehicle Code defines Class 1 and 2 e-bikes as regular pedal bikes unless otherwise regulated by a local jurisdiction and allows a public agency with authority or jurisdiction over a trail to regulate or prohibit e-bikes on trails (21207.5).
Class 1 and 2 e-bikes are allowed on all SDRP trails where standard pedal bikes are allowed, unless specifically restricted for safety and maintenance concerns.
The following are prohibited on all SDRP trails
All Class 1 or Class 2 electric bicycles on SDRP trails must have a classification label permanently affixed in a prominent location on each electric bicycle as required by the State of California.
The maximum speed limit throughout the park is 15mph unless otherwise posted. All cyclists must yield to pedestrians and horseback riders.
