The Citizens Advisory Committee is a standing committee of the Joint Powers Authority. It is responsible for advising the JPA Board on land use matters which directly impact the Park’s Focused Planning Area.
CAC meetings are intended to do the following:
- provide an open forum for community discussion on park related issues;
- organize and implement special community events that will acquaint the public with the San Dieguito River Park; and
- gather and disseminate park-related information to residents and property owners within and adjacent to the Focused Planning Area.
Memberships in the CAC include community planning groups whose planning areas are located within or in proximity to the Park’s Focused Planning Area, a selection of homeowners associations, representatives from several professional organizations, representatives of property owners within the Focused Planning Area, and interested planning, environmental, and other special interest organizations.

Project Review Committee
The Project Review Committee is a subcommittee of the Citizens Advisory Committee. It was established to review and advise the CAC on private and public projects that are proposed within the Focused Planning Area. The PRC members are also members of the CAC. They meet approximately every month on the third Monday.
Trails Committee
The Trails Committee is a subcommittee of the Citizens Advisory Committee. The Committee usually meets every other month at the San Dieguito River Park Headquarters. The Committee was established to focus primarily on trail issues.
Interpretation Committee
The Interpretation Committee is a subcommittee of the Citizens Advisory Committee. Approval of its creation occurred during the October 2016 meeting of the CAC. The Committee meets monthly at the San Dieguito River Park Headquarters. The Committee was established to focus primarily on educational signage and programs within the park.
