Remembering Dick Bobertz

Remembering Dick Bobertz: A Legacy of Dedication to the San Dieguito River Park

By Leana Bulay, Executive Director

Dick Bobertz (July 1945 – September 2026)

We are saddened to report the passing of Dick Bobertz, executive director of the San Dieguito River Park JPA from 1998 to 2014.

When Dick Bobertz became Executive Director of the San Dieguito River Park JPA in 1998, the San Dieguito Wetland Restoration Project was just getting underway. Under his leadership, what began as an ambitious vision became a remarkable achievement—the restoration of approximately 150 acres of wetlands that thrive today, providing vital habitat for wildlife and preserving the natural beauty of the San Dieguito River Valley.

The mission of the San Dieguito River Park was inspiring, but bringing that vision to life required extraordinary leadership, perseverance and dedication. Dick, with all of that and more, turned vision into reality. At a time when many critical properties were privately owned and threatened by development, he built relationships with landowners, public agencies and community partners.

In addition to the wetlands project, Dick’s tact, diplomacy, and persistence forged partnerships that led to the acquisition and preservation of thousands of acres of open space.

Today, we continue to reap the benefits of his foresight and commitment. The protected lands, restored habitats and expanding network of trails stand as a lasting testament to his work. As the Coast to Crest Trail moves toward completion, we are reminded of the enduring impact of Dick’s leadership and the vision he helped bring to life for generations to come.

Perhaps nothing speaks more profoundly to Dick’s dedication than his willingness to sacrifice for the Park he loved. In 2011, when the City of San Diego declined to provide its expected financial contribution, the Park faced a serious financial crisis. Rather than step away, Dick voluntarily relinquished his salary and continued serving as Executive Director without pay for three years until his retirement in 2014. This extraordinary act of selflessness reflected the depth of his commitment to the River Park and its mission.

Dick’s legacy extends far beyond the acres preserved or the projects completed. It lives on in the landscapes he helped protect, the partnerships he built, the wildlife that thrives in restored habitats, and the trails that bring people closer to nature. His dedication, integrity, and altruism inspired colleagues, partners, and community members alike. Dick will be deeply missed, but his legacy will endure in the San Dieguito River Park for generations to come. We are profoundly grateful for his vision, service, and unwavering belief in the importance of protecting this extraordinary natural resource.

Memorial services were held in October. In lieu of flowers, donations can be made to the San Dieguito River Park JPA.

As we reflect upon Dick’s contributions, we are pleased to share these remembrances sent by friends and former colleagues:

By: D. Wayne Brechtel, General Counsel

Dick had a unique and very successful management style, always focused on the mission of the River Park but in an understated way.   He was often the quietest person in the room during meetings.  He had confidence in his team and comfortable letting them do most of the talking.  This, in turn, motivated those around him to do better and resulted in phenomenal growth and success at the River Park during his tenure.

By: Dwight Worden

I was the general counsel for the River Park JPA when Dick Bobertz was hired. After the board selected him, I was tasked to draft his employment agreement. I had done this before for other government clients and I knew it could be testy as the employment agreement can be one of the few times the agency and the employee find themselves on opposite sides of the table.

Not so with Dick. It became clear immediately that working for the River Park was more than a job for Dick. It was a passion. Drafting his agreement was a piece of cake as he was so agreeable and reasonable. I then worked with Dick at the JPA until my retirement in 2001. We tackled many legal issues together. Dick had the JPA punching well above its weight in terms of influence on the park and the entire region. Dick loved the park and the JPA, worked tirelessly to support and promote them both, and left an indelible mark on me, the people he worked with, and the park. It was an honor to work with him, and to consider him my friend
